We need to take more away from the expats. Next time PIP them all.
Oh well, maybe now expat managers will have some more understanding for local employees. Is the salary still being matched to local for high cost of living countries? That compensation I definitely think to be fair.
As a cautionary note on the car policy changes: If you are thinking of an expat assignment, you will take big losses fire-selling your cars.

Surprised that any expatriate would complain as they live much nicer than us local employees. The incentive is your premium and that you are being developed.

People are starting to turn down expat assignments. They’ve taken away the incentives and it isn’t worth it to go to these places where the standard of living, education system for children, and security situation is so much lower.
