Is it normal or average that an employee has only 2 promotions by the 10th year? Have been told I am in top 3rd for many years but I seem to be lagging behind many peers of same YOS...

top third is not a Hipo...Consistently in the top 10% gets you there along with a 36+ potential. 2nd quintile might get to CL30 to 32. Note: if you start at CL 24, thst s 8 promotions over a 35 year career ...A promotion every 4 yrs., usually evry 3 years when younger then it slows down as you get older and need to wait on jobs to open up. I got to CL 28 by age 32.

Firstly, the team "top third high po" sounds funny. Almost by definition, any hi-po would have to be a consistent top-third performer with a few top quint performances sprinkled in for good measure.
If officially designated hi-po, you WILL need to have chalked up your first supervisor role by the 10/11th year. Better if earlier. So you're looking at CL26 at that point.
If you assume that your top-third performances carry on, you should be looking at 2-3 more years before you hit 27. This is usually triggered by a HR recommendation following your rankings.
There are a few extreme exceptions. I have seen a CL28 at 12 years of service

if you were clocking top-thirds consistently across 10 years, you should be a CL25 at the very least. depending on your bosses, you might be a CL26 and looking at a junior supervisory position.
US employees start out at CL23 so 2 jumps seem about right.
if you had a few middle-thirds in there, then you're definitely not hi-po so a CL25 would be just spot-on
if you’ve had two promotions you’ve averaged around 3 years per CL so far, so i would say that’s better than average

It's really saddening to me that promotions can be equally welcomed and feared within this company. I've worked for multiple companies in the past, and although promotions were given for different reasons, they were generally a welcome sign. Here in XOM, CL increases seem to be feared since you could be pitted against others who have been in that CL rank group for longer and be potentially PIPed in the year after arriving at that elevated CL ranking.
Most folks top out at 26 - after 10-15 years service.
Stay there until retirement.
CL Bump. The supervisor may be protecting the employee from the next CL level. If you are a high performer in CL26 for instance and then move to CL 27, if you are not prepared you may be ranked very low and not be able to recover.
