How do you have cleanest and most efficient in same sentence? Generally clean comes with costly...
Slagen in Norway probably the cleanest and most efficient refinery in the world.
Yet that will shut down.

Exxon Mobil Corp. has been unable to sell the Slagen refinery it offered for sale earlier this year. The facility is located in Norway, the country with the highest proportion of electric vehicles in the world.
Total SA also was unsuccessful in selling its U.K. Lindsey refinery, while Greece's largest oil refiner, Hellenic Petroleum SA, didn't receive any final bids for a majority stake in its refineries.
Shell, Exxon, Total and Hellenic Petroleum declined to comment.
"I'm not a believer of the fact you can sell European refineries; it's going to be more closures," said Raul Alcamo, London-based head of refining at consulting firm Energy Aspects.

When is the last time you looked up fuels prices?
With falling fuels prices, even chemicals integrated ones are at risk of shutting down.
Any refineries not integrated with a chemical complex.. will be my guess
Chevron has designed a DS/Chemicals model where co-located process facilities.
Refineries are gone in this scenario. Closing them down now.

Sold? Hahaha. Exxonmobil has been trying to sell these assets for years!! Shell just shut one down because there was no buyers. I highly doubt we will find buyers for the refineries. They will just be shut down and those working there gone without anymore work.
Where has the Reuters info come from?
According to Reuters.com, Fawley will most likely be converted to a terminal. Fos, Trecate, and Port Jerome will be sold to the highest bidder.
Will sell the refineries but keep an army of engineers in Spring for support?

Next? This is the future of O&G. Refineries slowly closing over time. It's just a race on who can hold on the longest.
