Low cost areas are prioritized for hiring decisions.
This comports well with the fact that managers are being forced to hire in India (previously China and Bulgaria).
Expect quality to drop as a result: "You get what you pay for!"

Still no reason to think MD will give up control of the acquisition and cash flow engine that is VMware. None. This is NOT going to end with VMware sold off and independent again.
“It simplifies the capital structures, it enhances strategic flexibility and gives both companies more flexibility, while we continue with the mutually beneficial strategic and commercial partnership that we’ve had for many, many years that has worked extremely well and it continues to,” said Dell. “So this is different from selling VMware—we are not selling VMware, by the way. Some people are a little confused about that.”
Guesses online point to theory that MD will continue to own majority stake. ' Spin off' of the 'extra' 30% or so stake in VMware should be giving up enough on paper to unlock the value of the Dell Tech shares- but there isn't a single sign of Dell Tech planning to give VMware any more independence.
Benefits and pay scale have been aligning more and more to Dell Tech. RSUs are absolutely flat. Low cost areas are prioritized for hiring decisions.
'Spin off' is not magic words for 'we're breaking up.'
