But look at the words : "UNITED STATES". That, by definition, means, um, "states". Territories, are, by definition, not states, so they are outside the United "States". There are 50 United "States", and the territories are not among them. Nobody is denying that their citizens are US citizens. Of course they are! My wife is from Puerto Rican and she is of course an American citizen. But in terms of semantics, the territories are not states so are not among the 50 United "states". Technically, Washington DC is not a state either.

These are all going to close eventually, this dragging out is only because the company needs/wants the net operating losses to be tax free/reduced taxes for the next 20 years. If I had to guess, these will likely all be closed within the next 1 to 2 years, because Lampert will be 60 next year, and 20 years of reduced taxes will put him at 80, likely near the end of his life. He won't keep these going much longer, because he's just about gotten all the NOL's he needs to sustain him the rest of his life.

I’m really tired of seeing US territories as “outside US” this is an incredibly ignorant statement. “Each such territory is partially self-governing that exists under the authority of the U.S. government” US territories are NOT outside the US, you don’t need a passport to travel to or from a US territory to the mainland. Direct quote from US Customs and Border Protection, “ U.S. Citizens and Lawful Permanent Residents (LPR's) who travel directly between parts of the United States, which includes Guam, Puerto Rico, U.S. Virgin Islands, American Samoa, Swains Island and the Commonwealth of the Northern Mariana Islands (CNMI), without touching at a foreign port or place, are not required to present a valid U.S. Passport or U.S. Green Card”
