Does this exist?

I heard that there is a blacklist out there, to prevent prior employees from getting jobs in Oil & Gas company’s, so I need to know if such a list exist and how to get access to it?

If you are a member of a professional organization like AAPG your name can be flagged through some sort of membership identifier.

I was inquiring as a Former MRO employee (laid off in April) then I saw that there was mention of a list but then I saw that there are laws against it.
I been applying and looking for work with several interviews but that is it, no further progress. But they are always impressed with my background and my knowledge of the industry.

Ever heard of the Texas right to work laws? It was originally designed as an anti-union law, but applies to lots of other situations. No one can prevent you from seeking employment anywhere. This includes your current and past employers unless were paid extra to sign a non-compete contract (not as a matter of course). This has all been through at least one court case in Texas in the oil and gas business, and the employees won because their employer was interfering with them seeking employment elsewhere. If you know of such a blacklist, I am sure a couple of calls to business oriented law firms would get you a lot of attention.

Used to be lists like that all over the place but that ended when HR moved into the executive suite back in the 80s.
Where ever you hear of these things you need to give that source a deaf ear and think logically about the size, scope and ramifications of this sort of thing.
People can't keep secrets, big conspiracies tend to be lies.

Why would you want access to such a list? You’re not capable of interviewing a person and judging them on their own merits?

Says a lot about YOU s as a hiring manager... and that’s not a good thing.

No blacklist, but people talk. I've stopped being surprised when I come across people I've worked with previously or somebody's relative at my current job. Be nice to everyone and try not to burn any bridges.

It's for this exact reason you should still put in two weeks notice, have a cordial exit interview, and will never get that delicious "F this, I'm out!" moment leaving a job.

There is no official “blacklist”, and you would never get access to it if there even was a remote chance of one. The legal complications from such a list would be exponential. But.... there are unofficial blacklists, but that’s in any industry also. I know a few people who could be considered “blacklisted” but that’s because HR’s talk to other potential employers, managers tell other companies who should not be hired, co-workers bad mouth and backstab to other company employees.
