So my line manager told me my SVS was approved, but I have yet to receive the official email from HR. When is that supposed to happen? (I’m in the US)

End of day- Friday, Mar.12, it has been overdue 2 weeks that HR has not yet replied - From their initial EMAIL replied as: You will be informed of the outcome ultimately by end of February 2021.
I am from Downstream in the US-Houston, TX. Please share you know any updates/reasons why HR is delayed on the response(also, still no words from Line Manager).

It was a six page letter from HR (I'm in UK) with T&Cs and requiring my signature to accept the offer.
Hello, Can you tell the HR email confirmation that provided with details -terms/conditions of the SVS letter offered or just a few lines ( just wonder - why it takes so long as from the SVS guidance stated that the Decision has been made between Jan.29 thru. Feb.05 only). Now March 05- DownStream in the US have not yet received any response either from LM/HR.
Got my official email Monday 1st March. I was told email would be "first week of March" so I'd give it a few days.
