Someone on this board mentioned that it’s time for new management. I somewhat agree with their conclusion. No matter how good the management is, it just can’t do miracles. Still, there is much room for improvement. I’m thinking, what would be the priorities that this new management should focus on? Any thoughts?

Time for new management?
Truthfully, that is 6+ years over-do.
STEP 1: Fire the CEO and get a new CEO
STEP 2: Fire ALL of the Senior Management and bring in qualified management
STEP 3: Hire American
I believe the Op was looking for constructive, specific steps NEW management should take if given the chance.
Absolutely. People are quitting at rapid paces and they are hemorrhaging tenure and talent. Leadership is doing nothing about it or making absolutely asinine decisions, causing more people to leave.
Well my pop culture snarky answer: "Eliminate all the executive management, cancel them, and make sure they never work anywhere ever again!"
Now my opinion on your question: Eliminate the ineffective overpaid CEO 1st and foremost. He has proven to make poor decisions and create undo chaos within the company. Additionally, most of the executive team have been ineffective in making ADP better for anyone, let alone for clients. They need to be replaced.
The car has been wrecked. Denying it doesn't make it un-wrecked. Changing the crummy driver is a start, but fixing the car is not a small scratch and dent repair!
