Does that mean that system car shops are to be shut down? Will this work go to contract shops?

Medium Bad Order programs run in system car shops for specified repairs on specified series of cars.
I guess everybody is supposed to know what MBO means?
I've always known it to be Management By Objective. With the UP and all of their dumb acronyms, it could be anything.
Why would they keep it going? Can you post a good business reason to keep it?
