Who can I turn to if I have an issue with a manager that's making my job unbearable? I know HR is not here to help us but the company and I certainly don't want to put an additional target on my back by going to them, but what are my options other than to walk out and let him win?

Call the hotline number on the back of your id badge
Make sure you get a legal opinion. Many of the editorial managers are useless and inept. Keep notes of everything, dates, times, conversations.
Why not talk to the Manager directly or the Manager's Manager?
