Frontier agrees to fiber-network expansion in plan to exit bankruptcy

This is one heck of a plan to get out of bankruptcy!

TLDR; 1-3 = raise costs, 4 = reduce revenue

Here's some of the genius ideas...

1) Require installation of fiber to 350,000 homes and businesses within six years. Of that 150,000 of which must be in areas they anticipate less than 20% rate of return which they also must consult with the CWA, TURN, Cal Advocates, and tribal government leaders to determine where to place it.

2) Keeping same headcount for 3 years regardless of whether it's needed or can be afforded. In addition, must keep at least 10 call centers open.

3) Agreed to supply 20,000 Wi-Fi-capable devices to low-income students by the end of 2021 and expanding eligibility for public Wi-Fi deployments or free broadband at community locations like schools and libraries.

4) Agreed to not raise prices for a year.
