Throwing an enployee under the bus is a no brainer, except that should include some Execs. But that is fantasy, as the rich/execs get to live by a different set of rules from us working bees
I am sure there was no corporate pressure from the top echelon at Boeing to pressure those 2 pilots to go ahead and certify the 737 Max with the MCAS system.
It was just two rogue pilots Acting on their own to speed up the program and maximize profits. It had nothing to do with a culture at the CEO level of costs above everything.

The US government’s criminal case against Boeing rested on the actions
of just two Boeing employees who prosecutors say conspired to defraud
the US government.
That fact, and the size of Boeing’s actual fine for its role in the 737 Max
murder for profit scheme , has some aerospace analysts noting that larger
issues might remain unaddressed.
“I’m Far From Thrilled That, rather than actually talking very much about
changing the company’s murder profit culture… there is simply the insistence
that a couple of pilots bear the burden of the blame,”
says Teal Group analyst Richard Aboulafia.
The US government says on 7 January that Boeing agreed to pay $2.5 billion
to settle a “fraud conspiracy” related to certification of the 737 Max Fraud.
Two Max crashes – in 2018 and 2019 – Murdered 346 people, spurring
a global grounding and numerous investigations, I mean whitewashes!!!

Speaking from personal experience. Managers will make sure there is no evidence to incriminate them. Boeing is on probation for three years now. Whether we're talking prior to probation, during probation, or after probation, only the employees will always have risk of disciplinary action against them and/or civil penalty including going to prison. Managers and the company will always get away with unethical, immoral and criminal behavior. The money used to pay the fines is not even their money. I hope I spelled it out for you clearly.
The DOJ should put the former Boeing CEO who walked away with 62 million bucks behind bars for 20 years and agree to take $500 million less.

We should do the ethics re commitment 3 times a year after this, cause after 4 months it wears off and employees may start fondling each-other.

The company admitted to the wrongdoing and waived its rights to a trial as part of its deal with the DOJ to settle the charges. The agreement also didn’t implicate top executives there, saying the misconduct wasn’t pervasive nor were senior managers involved.
If you have enough money you can get away with murder.
