If you’re severance is a one time payment up front, you can collect unemployment starting the day after you receive the payment.
If severance is spread out over months, you can only start collecting unemployment the day after the last payment.
I’m fairly certain the severance will be a one time payment so you can collect unemployment almost immediately.
In Texas the state determines if the severance you collect makes you ineligible for unemployment while on severance.
So the best thing to do apply. Google is your friend.

You can and be sure to indicate the lay-off is do to covid.
You can collect once your pay stops. I applied on the date of my last deposit but a week is held back so it took about three weeks to get it and the first deposit will only be one week. I’d suggest maybe apply a week or so earlier.
You should try. There is a question asking if you get severance pay each week in the unemployment application. It affects your UI amount when you answer yes, depending on the severance $ you receive per week.
You can once you are unemployed. That will be between Feb 1-15 per the FAQs. You’re still employed for 60 days after you are given notice so can’t collect during that time.
