I’m hearing that HR won’t comment on whether severance packages will be provided as part of Reshape and have heard leaders say they also do not know. I’ve never seen severance not be offered but am now starting to wonder, anyone else hearing or feeling the same? I also heard that there will be another SVS round but which countries will participate is yet to be determined.

Well, anybody with a claim of protected class would then pursue some action in the US courts. Instead of severance, they'll be paying HR monkeys to badmouth you as an employee, and lawyers.
In europe, they'd be dragged through mud if no severance. Remember, the whole greenwash is all about virtue signalling, stifling employees will k–l that!
What incentive does a cash-strapped company (that is transitioning to a business model with much lower profit margins) have to offer 3 weeks/YOS to the people they lay off?
They had their chance during the SVS. If you didn't take them up on the offer then, be grateful if they give you 1 week/YOS because they don't have to give you anything.

How many people are leaving x Odds they will sue x Odds they will win x Settlement Amount = Total severance payout.
There is no way that’s 0.
Unless they are forcing PIPs on people like Exxon, there should be a severance.
