There have been too many layers of Management and Stratification across Business Units. A Business Unit in which RMT's have been forced to depend upon has done a poor job of delivering, over promised and under delivered. Management has been powerless to some degree because they have to go up a few layers and then across to that Business unit under other Management who sees things differently. And it just goes on and on.

so what’s on the bag for GoM or offshore assets?
how long this new strategy will last? The last reorg was just a few months ago. Oxy reorganizes so frequently that it doesn't allow results to be seen for each strategy. maybe the strategy is just creating a sense or Urgency!
