Contractors are doing it all. Service calls,installs, wifi's, outages, and maintenance calls.
If they build FTTH in our area they have to give us the opportunity to participate in the work.
Nothing in contracts to stop contracting except if they use contractors to layoff. More contractors = more work. Anyone around long enough knows this. Just laugh at the s#$t show they running.
