What is UP employees take on LOUP? Are they immune to cuts?

Anyone from Director up in Loup tends to be dead wood - politically connected people who are put 'out of the way'. From afar it seems that junior people are good and bad at what they do in the normal proportions. The business is naturally very profitable from what I've heard, which is one reason why senior management can get away with being so lazy.
I thought it had already been eliminated. UP has so many useless subsidiaries. We could already be at OR 50 if they’d get rid of all that bs
