Not for good, not even for the rest of the year, but at least for a while? I think it'll take at least a couple of months to see what the latest cuts have done for the company and how many more can/will be removed. It's a process, and it takes time. And until it's done, I think we are safe. After that, of course, we are once again screwed.

Yes, there will be a new org structure, and as always, it will do little or no good to solve the systemic problems. It's just rearranging deck chairs on the Titanic. A shiny object for senior management to through to investors, promising how this new org is the answer. The management ranks are bloated, and staff are working on the wrong things, often version 28 of a meaningless PPT deck for an unnecessary presentation. Not sure this company can be fixed, and surely not with current management.
In the short term probably it’s as OP says, but why wait for the worst to happen rather than actively looking for something while you’re more in control?
I read they are planning on going to the board in November for endorsement of the new organization structure. It would not be surprising for this to be used to cut in December.
You should not get comfortable specially now. Job axe will come like a thief in the night. Announcements can come any day and HR will immediately escort you out that same day. I've seen it many times in the past and expect to be happening more frequently now.
Nobody is safe, update resume and try to get the hell out now before they tell you are gone.
This is like the captain of the titanic saying everything is fine because we have three hours till the ship is completely underwater. The ship is sinking. Get out while there’s still life boats.
The company will want to get the staff reduction plan perfect. They will need to get all of upper management’s endorsement. Then they will need to work on the roll out plan and get that endorsement as well. The company is already behind Shell and BP, so we aren’t safe for too much longer. The board will be asking why no personnel cuts while the other majors are cutting 10k employees per company.
