It has been long overdue as Bukom is not run efficiently with the current working culture.

All endeavours and initiatives will ultimately fail when implemented in bukom. The support and logistics needed to run bukom as a stand alone island is enourmously prohibitive compared to nearby Jurong Island. Shell would be wise to only build in Jurong Island as the culture of the workforce there is different.
The incompetence of the managing staff itself is evident because the culture of s—ing up to the boss to be in his good books is rampant. Examples of repeated equipment failures and resistance to explore optimisation obstacled by higher levels.
Only in recent years did they embark on optimisation, and they are proudly bragging the results now, without realising those are the low hanging fruits that should have been plucked decades ago.
The only barely viable new project is the waste-to-chemical plant requested by the Sg govt. The rest like these are non starters:
Biofuels? Nah..will be decades before it takes off in Asia
Renewable energy? Nah...bukom is too small for solar and has no wind or waves.
Hydrogen? Massive islandwide infrastructure required and Shell will just get a small pie out of Sg island.
Bottom line is bukom will continue to shrink and future is to just sell the profitable portions.
