Pretty Sad!
Shell bought this refinery from Canadian Oil company. Invested $0 and milked to death. Corporate bully with no morales. Shell is not a good corporate citizen. I

SARNIA refinery will be converted to a TERMINAL to feed the Forever growing TORONTO company owned retail network. Hydrocarbons from SCOTFORD refinery will be sent to the SARNIA refinery. The existing refinery is no longer safe nor does it meet environmental compliance. Time to shutdown this old dinosaur.

Shell has deferred all site upgrades since 2008 HOIST refinery project was canceled. Shell has been starving this refinery since then. Shell has simply been milking this asset and sending the profits to European head office. Shameful!

I worked there for many years.
Its old , decrepit and full of asbestos.
They always never told the truth on spills and leak volumes to the river, minimized all public reports.
Very unhealthy environment for workers and homeowners nearby.
I won't drive past the refinery as a massive explosion could happen any second based on poor infrastructure with overtired equipment.

The work environment at Shell Canada is now TOXIC with workers on high
Stress levels. Workers are doing the job of 3 employees. Managers don’t care. The refinery closure announcement will come before XMAS.

Although I haven't heard anything official this might make sense. You could replace Sarnia's product with product from Scotford in Western Canada although your margins are impacted with the increased distance that you would have to ship the fuel. From what I understand, Eastern Canada and USA has an excess of Refinery capacity and therefore Refinery shutdowns are inevitable....Refinery owners are all waiting for their competitors to shutdown so it opens up more market share. Wouldn't suprise me to see about 1 million bbl/d of Refining capacity close due to covid in the east followed by at least 100 k bbls/d capacity loss for every year there after as EVs replace ICE (especially now that Dems are back in White Houise)

SARNIA is an old dinosaur that RDS has been trying to sell since they cancelled the new Refinery project 10 years ago. If no sale is done by YEND then Dutch gods will announce closure in 2021!

oil companies are better off closing refineries not selling them and keep the terminals for trading activities. Trading profits are better than refining profits, with no risk of spills and explosions and No UNIONS. It is the quickest way back to better refining margins by taking capacity out of the system. More will close in US and Europe in the next year

Who is the source? I believe Sarnia continues to make a small profit so don't think it makes sense to shut it down where as Convent was losing money so easier decision. That being said, anything is possible although the vagueness of this statement implies someone is just fishing to see if there is any truth in rumours rather than really knowing anything.

It was announced that Convent is closing in February. I expect others to follow that were up for sale.
