Can they do that? Using COVID-19 as an excuse? Considering that layoffs can be a major expense for a company, I wouldn't be surprised.

Whoever they is - there is no law or promise or any such thing as Severance.
3 months would be generous.
There is no reputation to preserve.
Again - no such thing as Severance in the U.S.A.
No more than 1.5 weeks per year of service weeks with max of 52 weeks and minimum of 12
There should be a severance of no more than 2 weeks of total pay. DW please note.
