Not having Occidental in Algeria would be favourable to all concerned
SH/The Algerian State very rarely play out these kind of things in the public domain as it prevents them getting the side deals done efficiently and as the military are effectivly in charge, they dont give a sh– about how it looks just so long as the frogs are not involved

Attar (Algeian's Energy Minister) is a former Sonatrach CEO after something like 18 or 19 years there and Algeria is currently hold the rotation of OPEC presidency. If a deal is close, he will be involved and have a strong say. Considering how much drama surrounded Total deal. I expect this will not be a rumor type deal behind closed doors. Instead, pretty open because the gov't will have to approve the deal and make sure its favorable to Algeria.
