Earlier this year, we kicked off the Work Management Strategy (WM) project—an integral part of our integration journey.

The goal of the Work Management Strategy is to integrate, optimize, and provide enhanced governance, root cause analysis and continuous process improvement in the way we forecast, plan, schedule, and dispatch our fieldwork.

This essential work will help us find efficiencies and—more importantly—synchronize and standardize the forecasting, planning, scheduling and dispatching of work to ensure it is executed safely, consistently and in a way that meets customer expectations.

In addition to standardizing, harmonizing, and optimizing both legacy organization’s work management processes, this project also includes the consolidation of our Work Management Centres from 12 to 3 through a two-phased approach:

Phase 1 – 12 (11 unionized) to 6 (5 unionized) Centres in 2021 (GTA Centres consolidated at VPC)
Phase 2 – 6 (5 unionized) to 3 Centres in 2022
Based on a set of criteria that considered several factors, we selected three Work Management Centre locations representing the Northern, Southwest and GTA Regions:

As a result of the consolidation, Workload Planning and Operations Support roles in the Ottawa, Burlington and Thorold locations will be eliminated in 2022. This isn’t a change that will happen overnight; organizational alignment of these roles will happen over the course of 2021 and the company will work to develop a detailed action plan for impacted employees to help support them through this transition. We will make every effort to manage these changes through work reassignments, existing vacancies, and retirements, as required per the collective agreements.

I want to be clear that safety continues to be our top priority. We will take the time needed to implement these changes thoughtfully and will support one another as we execute this critical work.

As we move forward on our integration journey, I recognize that the continued change may be overwhelming for many. I appreciate the resilience you continue to demonstrate, and we will continue to provide you with more details as they become available.
