Will they reinstate 401K match coming year? Also, is there any Merit Raise early next year? If not, soon I need to start looking elsewhere.

Start looking - and you should have been doing that for quite some time if you have been paying attention even slightly.
I honestly think those not looking are those that are trying to run out the clock before retiring. They will not get a raise or a match here, as past years have demonstrated, but they know at their age finding employment elsewhere isn't going to happen either.
You’re funny. This company does not value its employees. They excel at giving no raises for years and now are stealing your retirement money by not matching the 401k. This is not a good company to work for. Very poor culture.
