Why has IB never asked they people applying for VR why they want to leave. One or two, sure you can ignore but given the numbers involved requesting it surely he must be asking himself why so many people want to leave. If he had taken time to ask I'm sure he would find 90% of the people would give the same reason and if that problem was addressed they would then be happy to stay.

It’s a numbers game.
Management don’t care how they get the number or who is included in those numbers. They just want the number.
