Shift the company ASAP

Just because your chairman said how to rebuild world economy it does mean that it apply to MetricStream. Rebuilding metricstream economy is completely different than rebuilding world economy. Your products doesn't work for metricstream to rebuild economy that's why you fired employees so many times. Hold on may be your chairman intention is to tell world how to fire employees to rebuild economy. Start building new product and name it as use and throw employee management.

Many companies are firing employees and metricstream is not exceptional so try to be get out before metricstream throw you. By the time they open offices you will have only half strength. Remember how worst your managers and VPs performance their positions always safe. If you don't trust them look at old data. Lower level employees are always targets so be first to quit. Note that recently metricstream terminated some employees who had lower ratings, why no manager or VP in that list? Are they really performing well? So think about it, never wait thinking that you will not be included in the termination list.

Even in engineering only two or three at US works in revenue generated teams. All others sustaining because of their managers. All their work can be done from India easily, there are many engineering employees happy to work in second shift if company is ready to pay extra benefits to work in US time. But again all these guys have support from ABs and Vs so ABs/Vs are ready to cut down employees at India but not in US. This is all political management, they think about self benefits not the company benefits.

While many of us trying to give suggestions to the management on bringing down onsite overhead headcount, see the latest job postings. The company is in fact trying to hire more in support roles. http://jobs.jobvite.com/metricstream. The IT team is trying to do the right thing by hiring in India. But please look at Finance and Accounting. Finance should lead the way for others by setting an example in cost cutting and not the other way round. Going for onsite hire in these roles but talking about termination for Engineers is ridiculous. If you anyhow decide to do these hires, why not give exposure to the India F&A team by letting them work in the US for couple of years?
