'So they end up with so many people and nobody has the expertise to know what is needed and what is not.'
probably most accurate description of intel ever. Take task which can be done by one person, put 10 people on it, and manage it in such a convoluted way so no one person understands the whole thing, and also no one is indispensable either
They fight for every small thing because they known their existence are not required. It serves the goal of a manager to get as many people as he can. So they end up with so many people and nobody has the expertise to know what is needed and what is not. The worst scenario is to cut the working and vital part. That seems to be what INTC has successfully done.
