Many non-billable resources are just sustaining because either they are from same region/religion of their boss or family relationship.
See this list. None of them do any meaningful work-infact none of this list required to be working from US.

Nobert, nothing major impact he brought to MetricStream RND or platform in last 5 years. Why this position requires to work from US?
If your news "US office list is getting ready" is true then before asking any engineering resource to be let go, the US leadership should seriously answer why it has many non-billable headcount in the US especially in the overhead function such as Finance, HR, Admn, Quality, Legal, Accounting etc. Most of these jobs except for some amount of legal and HR, which is required in US, could be done out of India. For every one headcount savings in these depts. in US you would be able to save 8 engineering jobs in India and 1 to 2 in US. It's engineers who ultimately build the products. Why would any right minded person have so many overhead headcounts in US. If existing managers hesitate to take a hard call because of personal relationships, the long run interests of entire company would be impacted. Many people in overhead support depts in US are deliberately overworking to prove their job relevance. Rather than having across the board cuts in jobs, please focus on depts where there is onsite fat that can be trimmed.
Metricstream should kick out them. No use with these guys.

Treat people well, value them and THEN expect loyalty.
You have more wrong people less right people else you'd do amazing things in GRC space
