Does anybody watch behind the figures? Does somebody knows that in some countries (e.g. Western emea countries at least) during last years (including current one) the way to improve project GM is simply obblige people to inpu training or admin while working on a project? Of course the global GM doesn't changes but poor local "managers" may say that the projects they control are in good shape. Does somebody knows that the EM build P&L without any regards to real staffing and needs? Then it is in charge of PMs to find the trick to reach the target GM... Summary: if they knows it's matter of investigation. If they don't know it's matter of unfit for the role.

It makes no sense, but it's how it works.
If you have high margin projects around you might get people to charge there instead of admin.
A lot of people for burned once the old ways ceased to work and people on top started to fire individuals with low utilisation without involving the country organisations.
This reporting creativity is not a Teradata special though and I've seen it happen already 20 years ago in another multinational company.
This makes no sense. How can you "oblige" someone to input project hours as admin. or training? You essentially would be asking them to shoot themselves in the foot by cutting into their own bonus.
