No, that’s not what is happening. Support for operations are being concentrated into one unit to reduce redundancy, create best practices and be more efficient. Any headcount reduction won’t be from outsourcing - it will be from centralizing roles and eliminating redundant roles.

refining tech service was outsourced to uop 2000-2005. how did that work out?

Meaning whatever is deemed necessary support for front line to be outsourced. In the end Houston and Sunbury gutted. Very few left, just enough folks to coordinate the outsource contracts and the front line left. It’s a rumor but feels like it has some legs.
