Every new rule or regulation the government issues (doesn't matter if its FAA or USDA) requires a 45 day public comment period on a Notice of Proposed Rule Making (NPRM). This 45 day period can be shortened and/or waived when the rule is of greater importance or it can be done after the rule is implemented.
So no, thisnis notnsome special "Boeing s—s" and we need to hear from the public on this one. It is normal operation procedure.
