You should be knowing answer if you are working at Metricstream. If you are not part of metricstream family you don't need clarification.
It is more likely the weekly furloughs, and early retirement packages are being given. I don't run a large business, but my bet is they're not ready to "cut to the bone" yet. Close, but not yet.
