I am bummed that I was forced to take a vacation, THEN they nerf me, effectively taking my money out of my pocket. No transparency there.

Yeah the moved to do forced layoffs or highly recommended layoffs before a new quarter is a leading tell that they are going to do layoffs.
You knew a layoff was coming when the mandatory PTO announcement came. Just a way to save $$ on PTO payout.
Haven't heard of lay offs here in the UK (yet) but we had to take a mandatory vacation when not on project.
