Unmapped being told “competitive” in group for jobs that will be posted. Seems like they don’t want us to realize that we’ve effectively been laid off. Is there a chance to actually land a job with the company?

Time start packing. Books, pictures, surge protectors, scotch tape, pens, copy stuff off your HD, contacts, e-mail.
If you have to ask, you’re already gone.
Is MOR intended for regular employees only who do the actual work or line managers also are affected? My manager once told me that as a manager you need to milk the system if you want to be here a long time

If you've been told you're "unmapped" or "at risk" check your performance score on the HR page. If it recently went down and was not decided by committee, start looking outside the company. Line managers have already decided who stays, who goes, and who will receive favors by holding or creating seats. If you do apply, look for freshly created roles/teams that are not currently staffed (have line managers holding seats). Good luck!
All will depend on the degree of competition for the jobs posted, and your relative pecking order. Lots of unmapped folks often make it through, and get a job.
Your gut is most likely correct - do you feel you have enough political capital to survive? Do you know the MOR deciding managers?
Regardless, apply in MOR, since the severance package depends on you being a good sheep, and doing what you are told.
