I was furloughed and was told I’ll be back at work in 3 weeks. Is everyone else back?

My mgr said everyone who’s coming back , is back. Lots of good people are gone for good !
No, not everyone has been called back yet. I'm full time AP and my GM has no idea when I'll be called back. It's devastating. And now I'm losing my PTO, HR confirmed I cannot carry it over, nor will they pay it out.
