When you get infected with covid-19 you don't experience the negative effects until about 14 days later.
Boeing is the same. Several years ago they started hiring incompetent engineers and technicians from "far away" places, like cookies. Now, several years later, the negative effects are undeniable. Lesson learned? I doubt it.

All top managers are americans. You cant blame engineers for poor management results. Most successful companies are managed by people from far away like Microsoft Google and Tesla
You've got the problem completely wrong, putting people together from 'far away' places usually works well due to so much cognitive divergence, providing you >– respect – those differences.
You're probably referring to incompetent management not understanding divergency (and ensuring their hiring reflects themselves, so they can look at themselves in other people, and love themselves a bit more). You want a company full of these, sure, they will be useless, or unable to speak because they'll get sacked. Luckily for YOU, there is a built in brake within the economic system to stop rewarding this behaviour.
Let it burn, and let someone like Musk take it on, the culture he pushes through his businesses is clearly the correct way to deliver these kind of machines.
