Canadian HR is like talking to union reps.
All true but goes back to having a dumb as a rock dud at the top. He Is clueless on how to execute a strategy even at the simplest terms due to being incompetent. Hence causing a non-existent HR dept.

The biggest problem with HR is they don't open up a platform to listen directly from employees. They send information to top and middle level managers expecting them to share or forward to subordinates. Selfish managers hoard information to save their butts or promote themselves to be otherwise. HR doesn't recognize this roadblock. All they hear is complaints about the employees from the supervisors. You ask HR, they say "Talk your boss first." Or "Talk to his Boss". Heck, the entire chain of command is corrupt.
Do you know how many Talent Management training were given to managers? If only they put the effort to listen to employees and grade the managers based on their review.
