I heard from a friend working in CGI that they have temporarily laid of around 400 employees this week across Canada

They are been dismissing employees that don't have work. It doesn't matter that the reason for not having work is because they lost their development and maintenance project bids to the competition. The project teams get without work and they members are dismissed or resigned to projects managed by micromanagers. This has been accelerated with the COVID-19.
