Two VPs of Land?

Why does OXY have two VPs of Land? I am a geologist by background but my father works as a Landman and told me that he has never heard of two VPs for the same position at any company he has worked for. This is just another example of unnecessary layers that OXY loves to have. Bureaucracy at its finest.

Is Land offshore actually called Land or should it not be Water, on account of it being covered?

There are several good explanations for the 2 VP's covering land.
There is too much land to manage, or
there is nowhere else to place the VP that is currently groomed for SVP of another function, or
they know where are the skeletons in this vast land and have the secrets in napkins shared between them, or
nobody noticed before or
what's working with logic in this place to make you think there is a logical explanation for this anyway?

I’m surprised we don’t have an SVP supervising the 2 VP and also surprised that one of them has not yet been promoted to SVP, upon which the supervising SVP would need to be promoted to Executive SVP.
