Why is YRC Freight laying off people while simultaneously posting job openings for the same positions as some of those who were laid off?!?!!? Can somebody please explain the logic behind this?

My coworker says because if they don’t post the jobs now, the company would loose the positions later.
They haven’t take down the job posting yet. Lay off 531 OKC
The layoffs have been a very recent development, i.e., last week. They likely have not taken down job openings yet. Even so, they are laying off all over the country.
If you don't know what I'm talking about, just google YRC Freight job openings and look at the dates.
