Contractors gone. Schedules gone. Bailouts don't allow furloughs. What about layoffs? Can they still do permanent reductions? Cut employees that got poor performance ratings?

Maybe. But Brad Tilden signed a letter that says
"If worker payroll protection grants are enacted, equaling at least $29 billion, participating
passenger and cargo air carriers will not furlough employees or conduct reductions in force
through August 31, 2020."
If he is good to his word there will be no lay off. But could he fire employees that weren't performing and not call it a reduction? Why not? You are cut for poor performance. They would rehire for that position but hiring is frozen. Convenient. There is always a way.
