Does this depend on manager discretion? Or does HR have deciding power?

I’m aware of a few who were fired and then rehired a few years later if an LL4 was willing to sign off on it. They were employees were released during the dark days of 2009 and 2010. A few were hired directly and others as agency. I’ve never seen it happen with someone who was fired for cause (but that doesn’t mean it’s never happened).
Yes this is possible. I think it probably makes a difference what's listed as the reason for termination. But I directly worked with someone who had previously been terminated from Ford and then was rehired later. The hiring manager knew him personally and was able to push it through. I'm sure that helped.
