Selective means you can apply but there is no guaranty severance will be given to you. As would be expected, the official company line is "applying for severance will have no impact on your career if you are not chosen." That is the only thing that can be said but human nature being what it is that is not necessarily going to be the outcome.
What is "Selective"? Does this mean your manager can block you from volunteering?
