I fully expect they will at least try to find some maneuver to avoid paying severance but vacation payout would still be nice.

If you have to layoff someone, make sure you have a valid reason to layoff. It is the responsibility of the reporting manager to make that call and ensure that the team member does what they are supposed to do. That's why there are performance reviews, remember? I hope we don't get to the point of layoffs. But if we do, we should be careful and not trash out someone who is actually useful & lose that talent to another company.
The company was going to pause most of the products and furlough employees. please don't blame those who are not furloughed. Rework the hiring process or don't be an Equal employment opportunity (EEO) employer. Please be considerate towards your fellow workers.
Hire slow, fire quickly if you think an employee is not good enough for the role. Please don't wait for difficult times to point fingers.

I can guarantee you that you don't need to worry about H1Bs quitting and then applying for new jobs in other companies. They cannot do that. It costs a company thousands to sponsor an H1B so if there's hundreds of US citizens with the same skills vying for the same job then the hiring company is not going to pay extra to sponsor an H1B for it.

Soon I think. There are stack ranked lists that were made and shipped to uppers is the rumor before the furlough. The furlough did a horrible job of considering that data though. Those lists are being redefined. There is a daily director and up meeting where they talk about this. Managers and Principals are excluded. Do not blame them.
Also rumors are that this will take years of recovery. DFW job market is overwhelmed right now with freezes or hundreds applying for the same position (which we know goes to H1Bs half the time.) Good luck.
