Offsite contractors working overseas are a lot cheaper than full time employees, but onsite contractors actually cost more money than full time employees do. As the poster below mentioned the company is willing to pay extra for the flexibility to quickly and cheaply let contractors go if necessary. One call to the agency and poof!
Contractors are cheaper and can be "reduced" at almost zero cost. But yeah, pretty bad for morale...
If they laid off full time workers and kept contractors, that sure would be a kick in the balls...
