Does anyone actually know how lay-off decisions are made at OXY? Is it based on performance ratings? The last lay-off seemed to be. Who actually makes the decisions, does it come from manager or director level?

Not performance based. Agree with mood swings of management.
They use a Ouija board.
Lay-offs were based on management favoritism/seniority. If management is ghosting you, dislike you for not falling in line, or coming up with exaggerated accusations, then you will most likely be laid off. Luckily they got rid of most of those people in a January. Hope that helps!
Historically, Oxy's layoff decisions has little or none to do with performance. Neither their promotions! January's layoffs had a lot more to do with "mood swings" of those who made the decisions.
Some of January’s lay-off was performance based.
January’s layoff wasn’t performance based
Remember the old adage that is still alive and well today, especially in the oil industry, “it’s not what you know but who you know”.
Do you really think they will suddenly change their way of doing things? No!
Sorry, but I hope you kissed up to the people making decisions because this is when it will count.
Management always uses layoffs to get rid of people they don't like, regardless of performance.
