No, well below market.

When I was in Kroger Technology I was paid below market value for my skill set. I left the company and received over a 25% increase in pay.

No. When I still worked for the company I was topped out at $16/hr. I left and went to work for Costco who gave me a 90% raise for the same position, better benefits, better management and less useless paperwork or pointless marketing schemes.

No. The amount of work they expect is huge compared to the amount of money they are prepared to pay.

No, and then you get stuck and can’t move up. They just started bringing in associates at 9$ an hour last year (before that it was 7.25$) management is the same.

Being "paid well" depends on things like the costs of living in your area and your lifestyle. That being said, Kroger's compensation package (pay and benefits) is pretty much in the ballpark of other major retailers such as Walmart, Safeway, Target, etc. If you're union, then it will be better, but not by much.
