It means that Boeing has no incentive to maintain the current level of its workforce in the state of Washington.
It does not mean layoffs, but it could force a percentage of its labor to move to tier 2 or 3 states.

It is new news. It just passed the last signature today Thursday 3/12/2020.
Also says they agree to was to provide workforce training to create a better workforce in the future of the tax break was reinstated.
And the only thing that they came to an agreement was to provide more apprenticeship programs.
So that tells a whole lot

Again, everyone seems to have a problem with the truth.... how many of you were at Boeing when they pulled their "contract in the middle of a contract" back in 2014? Remember that? The one where they threatened the Union & the state with leaving if they didn't get their way & we forfeited our pensions? The one where WA state gave them massive tax breaks to stay? Do any of you remember that? The tax breaks that were supposed to prevent them from going elsewhere?
