Given that this year a merit increase is highly unlikely, why not give the employee the rating that he or she has earned, and ignore the famous bell curve for once? The company loses nothing and it wont cost a dime.

The truth is what i say it is boy !
The ratings will be downgraded despite our best efforts -Manager
PS- despite very good review on each goal I too was "Successful"

How about you justify it by telling the ... truth?!
How about you give people the ratings they deserve and if they get laid off then you tell them "I am sorry. You did a great job. Unfortunately you were just in the wrong team at the wrong time and we had to cut that team so, I am really sorry, but I am going to have to lay you off. If you need a reference from me for your next employer then please, please, do not hesitate to send them my way because I will give you a glowing reference because you did a great job and your successful rating reflects that."
How about that?
Because it makes it too difficult to lay them off. How can I justify to someone I rated as highly successful then tell them I'm laying them off?
Anyone want to RIF on this?
