Is it acceptable to spend time during the work day learning coding languages not directly applicable to my daily work?

If it will never be applicable then no, if it has a chance to be relevant to your job and your team/management agree then of course.

Yes as long as you complete all "day job" tasks, if you are good and fast enough to finish your job tasks with left over time I say go for it.
